Allen Gutierrez Joins Leadership Team at DC Health Benefit Exchange Authority

Gutierrez most recently served as Associate Administrator with the U.S. Small Business Administration and the COO of the U.S. Hispanic Chamber of Commerce

Washington, DC – Today, DC Health Benefit Exchange Authority (DCHBX) Executive Director Mila Kofman announced that Allen Gutierrez joins the DC Health Benefit Exchange Authority as the Director of Business Development. As a member of the DCHBX Leadership Team, he will be responsible for working closely with the diverse Hispanic and Latinx communities in the District of Columbia and the small business community. Gutierrez has impacted the underserved small business community throughout his career by providing mentorship, advocacy, and support for small business expansion , both most recently as the Associate Administrator for the Office of Entrepreneurial Development (OED) at the U.S. Small Business Administration (SBA) and as the Chief Operating Officer of the United States Hispanic Chamber of Commerce, will benefit employers and entrepreneurs covered on DC Health Link.

Gutierrez began his career in the healthcare industry and has over 20 years’ experience working with firms like Aetna, Great West Life, Maxicare Health Plans and UnitedHealthcare in the areas of national, divisional, and ethnic marketing initiatives which increased product recognition and narrowed the uninsured gap. His experience working with key stakeholders in the community resulted in the management of over 200 small business health insurance clients with an overall $100 million dollars of assets under management.

Gutierrez will lead DCHBX’s efforts to expand coverage rates among communities of color and retention rates. He will also focus on Hispanic, Black, and women-owned businesses that have been disproportionally impacted by COVID-19. Additionally, Gutierrez will serve as DCHBX’s spokesperson with Spanish-speaking media.
