The DC Health Benefit Exchange Authority (HBX) intends to award a contract to Accenture Federal Services, Inc., pursuant to procurement standards in HBX Contracting and Procurement Policies and Procedures Section III.4.G, to assist HBX in meeting a new and unique requirement:  a first-in-the-nation partnership between two state-based ACA marketplaces – HBX and the Commonwealth of Massachusetts Health Insurance Connector Authority (“Health Connector”) -  to supply the Health Connector with services and technology systems to support a next-generation Small Business Health Options Program (“SHOP”) marketplace.
